For apartments, fee averaged $18,800, 290% above average outside state. Thanks for the comment. We agree. There is significant local variation around the state averages, something NAHB accounts for in its local economic impact model of home building, as an example.

In CA, the effective impact fees per average unit are almost DOUBLE what the study shows, as by perusing their detail, they missed some of the most expensive municipalities, favored the unincorporated areas where there is little building. Typically in the Sacramento region, we’ll see impacts $50-75K. If they went back through and weighted the areas where the action is, a more dramatic but realistic number would appear.
